This is the so-called mechanism of horizontal redistribution of income of a local-government unit, a tax introduced in 2003 that is calculated from the surplus of the unit’s income in relation to the national average. '''JANOSIKOWE''' – potoczna nazwa subwencji wyrównawczej przekazywanej na rzecz jednostek samorządu terytorialnego charakteryzujących się gorszą sytuacją finansową niż średnia krajowa. Jest to tzw. mechanizm poziomej redystrybucji dochodów jednostki samorządu terytorialnego, wprowadzony w 2003 r. podatek naliczany z nadwyżki dochodów jednostki względem średniej krajowej. Wpłaty mają charakter obowiązkowy i są dokonywane do budżetu państwa przez jednostki samorządu terytorialnego mające wyższe niż przeciętne dochody, stanowią część rezerwy celowej generującej wysokość subwencji ogólnej – która z kolei jest przekazywana proporcjonalnie do potrzeb jednostkom mającym niższe niż średnia krajowa dochody.
